How are healthcare facilities doing competency checklists?

Summary:

We are moving to Oracle this summer and we are looking for a way to have online competency checklists.

We have seen the observation checklist, but that does not include everything we need. Can you build checklists in Learn or has anyone used an outside vendor like Dossier or Kahuna
