Roles / Permissions for accessing Manage Departments and Manage Project Orgs

We wanted to check what are the roles or permissions that we can use to access Manage Departments and Manage Project Orgs.
We are trying to customize our current customized roles to include this and at the same time, avoid some unwanted super user access.
