Retrieve soft  deleted (Status = "I") records via the REST API

Is it possible to retrieve soft  deleted (Status = "I") records via the REST API?

After deactivating a record by updating the status column to inactive, I am no longer able to retrieve any information about the record from the REST API. The record also, is not available through the user interface. 

 

How can we retrieve details about soft deleted records and reactive them if required?
