Limit project LOV on miscellaneous transaction

Summary: Limit project LOV on miscellaneous transaction. I tried the following, however it did not work.

Setup and Maintenance > Project Financial Management > Project Costing Base > Manage Project Costing Descriptive Flexfields > Project Costing Details. Change context to INV: Misc. Transactions. Update to my newly created value set and deploy flexfield. It did NOT limit the project LOV. Anyone have any ideas on how this can be done.
