Can we restrict Business unit data to procurement agent, like view for BU A and transact in BU B

Summary:If we setup a user as procurement agent for 2 BU's and we want to restrict transaction (Create PO etc) for a particular BU we are unable to do so for the procurement agent setup.

Example: User A has 2 BU's BU US and BU INDIA, now we want user A to view details in BU US ( PO agreements etc) but should not be able to create PO agreements etc in BU US, but when we take BU INDIA, user should be able to create as well as view PO's etc.

When we modify role we are facing an issue, USER A is either able to only view for both BU's or create PO, agreements etc for both BU's , we are unable to achieve the required functionality which is very critical for us.
