Ownership change is not enabled in Consumption Rule for Direct Organization Transfer

Summary:

Ownership change is not enabled for Consumption Rule with Direct Organization Transfer. We would like to use Direct Organization Transfer to move inventory from Supplier Warehouse to our Inventory organization. But with the "Ownership change" option not enabled, how does the Transfer to Owned happen?
