Duplication in approval rule with different approver type

We are having issue with approval rule duplication.

For one absence approval, we have 3 approvers

(Representative = AOR) School Leave Partner > (Management Hierarchy) Line Manager > (Representative = AOR) School Principal

Since the middle approver is using another approver type (Management Hierarchy), the system cannot identify that the person allocated with (Management Hierarchy) is in duplication with approver type (Representative = AOR) School Principal. Hence, some approvers got sent the approval twice.

Is this an expected system behavior? We would like to know if there is a way for the system to identify duplication for different approver type?
