Integration EBS with OTM - Error 'You do not have rights to access this resource'

When I start the concurrent program in EBS to transfer data to the OTM, I get the error message 'You do not have rights to access this resource'. Has anyone had experience with which access or role is still missing? I have set all EBS integration properties and assigned the role "Integration" to the user (Doc ID 2131508.1), but that didn't help.
