Not able to add children under the Project Dimension

Summary:

We have enabled the Project Module and got the project dimension. But it is not giving option to add child projects under the contract project and internal project hierarchy. Last week we were able to add but now it is restricting us. Is this because of any Oracle patch update?

if I click on Contract Project Parent Add Child and Add Sibling options will disappear as below.
