VBS Express Design window freeze after Switch environment

Summary:

Hi Experts,

VBS Express design window freeze after we switch the workspace environment. We have 2 environment configured in VBS (Fusion Env1 - VBS instance attached, Fusion Env2 - No VBS environment attached). VBS project and workspace build by clicking 'Edit page in Visual Builder Studio' in Fusion Env1. All works fine when Fusion Env1 workspace used. However when workspace switch to Fusion Env2, page not load in design mode. It's freeze with the message 'Preparing Application Runtime'.

Can we use VBS express design with a fusion environment which not attached to a VBS instance? Or switching environment only support for build and deployment into VBS not attached fusion environment?
