What Table(s) should I use to report on segment details?

I am trying to build a BI Publisher report in SQL that exports details on individual segments in our chart of accounts.

The report I am trying to create is relatively simple, but I am struggling to figure out which table(s) I can use to report on individual segments. I have tried reporting out of the tables GL_SEGMENT_HIER_INTERFACE and GL_SEGMENT_VALUES_INTERFACE but did not return anything. The report I am trying to create should be pulling the following things:

Creation Date or Effective Date (This is so we can report on newly created segments within a date range)
