Contract Expiration Notifications not generating

Working on notification options for contract expirations in a test area. Process indicates that notifications are being generated, but user accounts are not getting in-app notifications and emails are not generating. Configuration was completed based on the the contract type with a new contact role, user assigned to both existing and new contracts with the new role, and scheduled process runs successfully. Output of the process indicates users are being notified, but logging in as the user in test area does not show a notification, and no email is generated. Confirmed that our notifications are enabled for the test area
