Member Selection in a Business Rule Shows Account List Not Hierarchy

Would like to have the member selection show as a hierarchy, not a list

Content (please ensure you mask any confidential information):

We have a prompt to select an account or account rollup in one of our business rules. When I (the admin) open the member selection, I see the normal Hierarchy. However, when one of my users opens it, they see some hierarchies and a list of accounts. They would like to only see the hierarchies. I assume this has something to do with access/security but can't seem to find the right place to fix it. What am I missing?
