Course Language Options Not Appearing

Hi everyone,

We are experiencing odd behavior that I'm hoping any one of you might have an answer to.

When creating courses manually, and entering into the translation editor, our list of languages are appearing and are editable.

However, when accessing a course that was loaded via HDL, only American English is displaying and there are no option to add additional languages.

Does anyone know why there is a difference in behavior based on how courses are created?
