Triggering an extract based on EDMCS events

Summary:

There is a requirement that an external, downstream from EDMCS system, receive EDMCS completed changes as soon as they are completed. Is there a way to do something like triggering an extract or using some middleware to pull from the audit screen, checking for changes based on the timestamp?
