Intercompany balancing rules - GL error on approval

Summary: We cannot approve a multi-entity journal because our intercompany balancing entries are no longer working in some cases. We have a default intercompany balancing rule for Chart of Accounts that is set to "All Other". Based on the error message, it seems it's not applying it to this journal based on the category & source. We had been using this feature successfully before March. Could it be related to release 24a, is anyone else having this issue? Or maybe we need to add something to our balancing rules?
