not able to load data for unlocked entity

we are trying to load data from a Oracle EBS source sytem the file has multiple enities some of them and locked in FCC and some are not. I am not able to load any data even for the unlocked entity and the export fails and the error message say the entity is locked - >**** For senario, year, period..
