Assignment conflict Rules and completed learners

New user seeking help from the community in using The Assignment Conflict Rules part of Learning Initiatives. When you create an initiative and want completed learners to not re-complete the course immediately which option do you take on retaking their completion

We have had to cancel our learning initiatives that had put learners into renewal cycles as we have a bug where we cannot edit them so we want to start afresh. We cancelled them and now we want to rebuild them and have used an analysis report criteria to create them and want to ensure those who have completed the course before go back into the renewal cycle.
