How dow you ensure a National ID is entered for a Pending Worker?

Summary:

Through Transactional Design Studio (TDS), we have made certain fields required when someone clicks "+Add" in the National ID (NID) section (screenshot 1). However, if "+Add" is not clicked, the Pending Worker can be processed without an NID added to the record because clicking the "+Add" button is not required (screenshot 2). How do we enforce that the NID section is populated with the required fields? Is there a way to force that section to be in "add" mode when the Edit/Add/etc. Pending Worker page is loaded?
