Unable to find offering level attachments for enrollees

Setup a Course with Offering.
Under Course, add an attachment for "Administrators and Enrollees". Security_Course.pdf
Under Offering, add an attachment for "Administrators and Enrollees". Security_offering.pdf
Enroll the course as learner.
Under Actions > View More Enrollment Details, I can find the Course level attachment.
Navigate to Actions > Find Offering > View Enrollment
goes back to the Course, and unable to find the attachment at the Offering level.
Where can I find the offering level attachment?
