Unable to address diff shift pattern with 4 day and 5day working days when shifts runs on rota basis

Summary:

We are implementing a Process Manufacturing solution in one of the Pharma Industries. We have a requirement where the plant runs in two different
shifts. However, Shift 1 works Mon to Fri and Shift 2 only works Mon-Thus where these patterns are rota basis which means in a month (assume 4 weeks) the shifts will be rotated like the below example.

Shift 1: 6 am – 2 pm
Shift 2: 2 pm – 10 pm

Week 4: Mon -Thurs Shift 2

We have supply planning and production schedule modules where Manufacturing modules get the Work Orders from these. However we have quite a number of resources in the plant but the issue here is, that the resources which are available on Mon-Fri - are not available in Shift 2 (On Fri). By looking at the above rota, we can't keep all resources available under Manage Work Centers due to the challenge of 4-day and 5-day work day patterns. Please address how we need to create and assign the resources in Manage Work Centers. We can't create resource exceptions because this standard
