Item structure replace option is not enabled for a component after cancelling a change order

Summary:

User has submitted a FG to commercialization change order approval after updating the item structure component by replacing with another component.

In the below screenshot component# 1001784 was replaced using replace option and submitted for change order. Later user cancelled the change order but still replace option is not enabled for this component alone. We cannot submit another new CO by replacing the component.

We also tried deleting the cancelled change order using delete group to remove any backend link but still no luck. How we can bring all the options to its old state?
