BPM Requisition rule update- Mandatory Attachment to be added for a single layer of approval

Summary:

We would like to explore the possibility so that just the approvers from the last layer of approval of the PRs to mandatory attach a document before approving/ rejecting.

We have multiple layers of approval for the PRs. At very high amounts levels, we would like to mandatory force the approvers to attach a justification document before approving/ rejecting the requisition. Is there such a possibility in Oracle?

I might also simplify the question- is there any possibility to make the attachments mandatory in BPM (not for just a specific layer) of approval?
