Expenditure Type DFF not working properly

Summary:

Expenditure type DFF (based on Research Type projects) was created on Manage Expenditure Type form. The expectation was when user select Research Type in requisition then system should show expenditure type list of values based on Research Type selected. The issue is It doesn't work 100%, as some transactions bypass DFF condition and it is not traceable what is the cause neither the issue is replicable if we create requisition with same details.
