Restricting Manager Hierarchy using Person security profile

Background:
People Partners should be able to access the “Act as Proxy Manager” page under the My Team Compensation Application. These People Partners should then be able to proxy as any Manager who is not either a Direct Line Manager or an Indirect Manager of the Employee. We don’t want these People Partners to have access to their own Merit increases. By accessing a Manager within their Manager Hierarchy they will have access to their personal Merit plan and effectively make changes to their personal salary increase or bonus.
Ask:
Can we create a new Person Security Profile that excludes these departments and any manager in the People Partners hierarchy? They should be able to proxy as a manager outside of their Hierarchy.
