VAT Declaration Point Payment Reconciled

Mexican Tax Legislation requires that the VAT declaration point be when the reconciled payment is posted.

The VAT Declaration Points offered by Oracle are: Accounting, Delivery, Invoice and Payment

How can I comply with my country's tax requirement?
