When submitting a Budget, approval is hitting 2 rules. An autoapprove, and matrix rule.
Summary:
I created a matrix rule, just like below.

and on the last Rule, if the Budget has been approved, and user resubmits a new version having the same amount of the baselined Raw cost, it should not undergo approval, (auto approve).
Auto Approval is happening, however, it is also undergoing the matrix approval. As you can see in the image below, the system approves it automatically on a green check, but it hits another matrix approval. It should just be, auto approved. Please help on the settings.
