Can we load departments without hierarchy ? If yes, is there any impact of it ?

Summary:

We are migrating Employee data from EBS to fusion.
As departments are mandatory for fusion setup ,we will load it via HDL but they dont have its hierarchy as they dont use departments in EBS
So, can we load departments without its hierarchy and if yes then what would be the impact of it ?
