Recalculate Released Amount on Purchasing Agreements - triggered by FUSION_APPS_PRC_SOA_APPID

Summary:

We recently had a lock issue whenever a BPA (to be more precise, a BPA which has a lot of revisions on it) is edited.

We were recommended to run the 'Recalculate Released Amount on Purchasing Agreements' this process (our schedule is daily once at 5 AM PST) and since then, we have not seen much lock issues (in the last 2 weeks). But we noticed that this process keeps running throughout the day by the user FUSION_APPS_PRC_SOA_APPID

However, we noticed that many of our requisitions lines which should have been created as Purchase orders (through Generate orders in a touchless manner) is getting routed to Process requisitions page for manual processing by the buyers (the requisitions are scanned through handheld by our inventory technicians and they are created as POs in a touchless way).
