Significance of Business Units while creating Positions for Approvals

Hi Everyone!

When creating positions in oracle application, we see that the field of Business Units is mandatory. I want to understand what is the impact of selected BU for a position.
My assumption was that I can only use the position for approvals in that selected BU.
However, on testing the scenario I found that a position tree built from positions created in Business Unit 'A' can also be used to build approvals for Business Unit 'B'.
So what purpose does creating a position in particular 'Business Unit' serves?
