REDWOOD UI: Conditional Person Name Formats are not enabled

We have enabled REDWOOD for Person Name Formats but unable to find Conditional Name Format in REDWOOD UI while creating a New Name Format or editing an existing name format.

I had checked the 21 C release documentation where Conditional Name formatting was enabled and also mentioned in 23 C documentation. Below is the URL.

However, it is not enabled on Redwood. Please suggest.

We have a business requirement.

If the person name attribute has a value in both Known As and First Name fields, then the Known As value is displayed. If the person name attribute doesn't have a value in the Known As field but has a value in the First Name field then the First Name value is displayed.
