'Mark complete' option is not visible to Learner

Summary:

We have a requirement where we have enable the option "Allow person completing the activity to mark themselves complete", however even the learner is unable to view the option 'Mark complete'. Is there any system functionality or a process need to be run to view 'Mark complete' option from learner UI?
