Revised PO is updating tax on PO lines

Summary:

There are around 20-30 PO of year 2023. In 2024 we have globally updated recoverable and non-recoverable tax.

As we are revising PO to update the budget date (updating the schedule ship date), after submitting the PO new tax values are getting calculated on existing PO lines.

This update of PO lines is causing issue in receipt accounting, like Retroactive Pricing Event is getting triggered as there is change of tax value.

We want to avoid updating of PO tax value on revised PO for change in schedule ship date.
