Rehire HDL Worker.dat - Action code for Worker

We are on 24B. I have a question about what ACTION CODE for the Worker line for a REHIRE

Refer to Oracle document (How To Perform A Rehire Using HDL (Doc ID 2446913.1)), if using Source System ID, then the sample HDL code for REHIRE is below. The ActionCode for the Metadata|Worker is BLANK.

Anyone has successful experience with it?

For me, it always errored out. But if I remove the Worker line, it would be successfully updated with 'Work Relationship', "Work Term' and 'Assignment'.
