Data form is not unlocked for all users with the same access

Summary:

We are facing an issue with the data form SHARES OUTSTANDING where we have two users with the same access. One user is able to input data into the data form and the other user is not able to input data into the data form. The two users have the same access (CONSOL_CREATE) which should have permission to run the form. All approval units are unlocked for April 24 period.

When we troubleshooted, we found that the form became editable after the user accessed another data form and return to the Shares Outstanding form. This behavior was the same for multiple users. Has anyone experienced this issue before?
