Design studio rules not working as expected when Action configuration is done for country specific

We noticed a different behavior in Design studio rules , where sections like Legislative info is not visible as expected if we are configuring a rule based on Action where that particular Action configuration is done for country specific.

We have one Add pending worker action " Hire an Intern "created specific for Netherlands and we have configured a Design studio rule in add pending worker object with few sections for this particular action by making visible Legislative info section. But when we tried testing it we noticed Legislative info section is not coming up in Add pending worker flow . But when we remove country from Action configuration page then we see all sections as expected . I have also logged SR for this waiting for update . So would also like check
