Transfer action - How to select who should be allowed to select/deselect checkbox?

Our purpose is to allow only a few selected people to check/uncheck these boxes

When we perform a transfer action from My Client Groups --> quick action Transfer, when we go into the Transfer section, and we select a Position, it automatically opens a pop-up with flags. By selecting the position, the system automatically selects the values for other attributes, like Location, or Job. There is also the option to uncheck or check the boxes into the pop-up, but we noticed that the HR is able to check or uncheck the flags while he/she shouldn't, this option should be only available for the Super User.
