Unable to select a Primary Party when creating a Sales Agreement.

Summary:

Hello - when trying to create a Sales Agreement I am not able to select a Primary Party. Following these documents [Unable To Select The Primary Party While Creating A Sell Intent Contract. LOV is Blank (Doc ID 2157439.1) and No LOV For Primary Party When Creating Contracts (Doc ID 2214412.1)] I am instructed to navigate to Parties underneath Customer Data Management; however, I’m not able to see Parties in my side panel nor in the Structure area of set up. How am I to select a Primary Party when creating a Sales Agreement?
