Unable to Correct Entries when Creating/Converting Pending Worker

Q: Is the below behavior standard in Oracle HCM Cloud?

Sequence of events:

  1. User initiates 'Add Pending Worker' or 'Convert Pending Woker'
  2. User fills out details (When and Why, Personal Details, Employment, etc.)
  3. User clicks Submit
  4. User encounters a pop-up message/error
  5. Pop-up message keeps coming up and the user is unable to make the necessary corrections.
  6. Sample of the errors are as follows (N.B. Second one is custom auto-complete rule):

User is forced to restart process or perform work around to make the correction
