HCM Extract is not starting immediately, takes about 30 minutes to start the extract execution

Recently observed a strange behaviour. On submitting an HCM Extract, it doesn't start immediately, but takes almost 30 minutes to start. Post that, the execution is completed in 30-40 seconds. I am unable to figure out what could be causing this delay. Any suggestions/ideas?
