is it possible to attach a document in Award decision notification email to supplier ?

We a have a document called "Letter of Intent" which need to be attached to the Award decision Email notification. can it be done in the standard Template?

Also , is it possible to have BU specific Award decision layout template as we have for PO/Negotiation/response Templates?
