How to install oracle report builder to read legacy reports

Hi All,

we are in process of decommissioning r12 as we have moved into cloud. For reporting purpose we need some of the custom, standard rdf reports and their underlying sql's. We were unable to install reports builder. Even after downloading the package from oracle site, it allows only installing form builder standalone. Did anyone recently installed report developer or if there is a correct pkg to install kindly guide.
