User is facing the issue "Your account must be configured to access Knowledge Management."

Hi All,
A user facing the error "Your account must be configured to access Knowledge Management. Contact your Help desk." while accessing "My Knowledge" page. Upon verification there is no Party id tagged to this person. We ran the ESS job "Maintain Party and Location Current Record Information" for specific person and attached the log for your reference. The log is stating as "Unable to Sync : 1".
Please let us know why the party id is not getting synced?
