Do we need to assign departments to the HCM employee record for submitting timesheets

where we will define departments and enable the departments as Project and expenditure owning organization. however need to understand the impact if we don't assign the departments to each employee assignments in HCM as we are using shared HR and want to enable PPM and OTL now.
