New Participant rule is not working for Internal Profile change request approval.

Summary:

We have a requirement to setup two level approval for supplier re-activation and de-activation.

In FSM task, there is only one stage for Parallel First Responder Win, that is why we have opted for BPM task and added new participant after Parallel First Responder Win stage.

But rules configured in new stage is not working and system automatically rejecting the transaction.
How to add new stage properly?
