Unified time entry layout not working

Summary:

As part of 23C Time and Labor updates, "SETUP OF TIME AND LABOR LAYOUT COMPONENTS AND LAYOUT SETS ENHANCEMENTS", Oracle suggested to enable Unified Timecard Layouts under common lookups. However, when enabled the neither the layout sets nor the layout components are enabled as Unified layout components.

As per the steps provided when the Unified layout was enabled in the system, there is no change in the layout sets / layout components. I can still see the guided process layout components.
