promote spend authorized rejected FYI notifications triggered

Summary:

We are doing supplier promote spend authorized from prospective it was auto rejected, and fyi notification triggered to users who are having supplier administrator role.

can we stop triggering notifications to those users through approval rule , without removing supplier administrator role.
