How to access Oracle Access management

Hello Gurus,

My client wants to invoke a multifactor authentication on the ERES (Electronic Records and Electronic Signature) page. I see that in 23C this is addressed. The pic that i have attached here is the screen shot taken from the video. I am not able to access the OAM page in which the solutions says "reauthenticate E-Signature users using Oracle Access Manager". Is the Oracle Access Manager available for the business to do this setup or should the business implement Oracle Identity Cloud Service and through that the business will access the OAM and do the config

Please help me in understanding this issue
