Contract: Fulfillment line status shows Incomplete

Summary:

When creating a contract, the Fulfillment Status (Contract Management » Contracts » Fulfillment tab of a contract) shows Incomplete. The user is choosing Autocreate Fulfillment Lines when creating the contract and runs the Import Blank Agreement, Import Contract Agreements, and Track Purchasing Activity processes, but for this user it always shows Incomplete under Fulfillment Status. Another user can create the same contract, run the same processes, but their status changes to a Purchase Agreement number instead.

Is there something that is missing that the user needs to also do to complete the fulfillment part?
