how can I load combinations of accounts through a FBDI when the dynamic insertion is inactive

how can I load combinations of accounts through a FBDI, if the dynamic insertion is inactive, when trying to load a group of combinations always ends with the same error message, "FLEX-NO DYNAMIC INSERTS", the client decided not to turn it on, I would like to know if there is another method to load a group of combinations when the insertion is inactive.
